"The funds (an additional 30 Billion/ Yr) are critical" to build trust between rich and poor damaged in Copenhagen, Christiana Figueres, the U.N.'s climate chief, told Reuters in an interview.

The funds, 30 - 40 billion per year, are NOT expected to affect Climate Change, they are meant as compensation paid by rich countries to poor, developing countries such as China. These nations are also demanding payments be raised to 100 billion per year by 2020.

It really is only about transferring wealth from those who create it to those who don't.
Those nations who have existed for a thousand years or more ruling their people through tyranny now expect the newer nations, who built weathly societies based on ideas and free trade, to pay the tyarranical leaders, not their starving and enslaved People, Billions. The UN's finest hour.
